Caravan manifest is a paper note in the Fallout 76 update Steel Reign.
Location[]
The note can be found at the Harpers Ferry tunnel, on a metal shelf in the southern end of the caravan area, during Out of the Blue. It is in the same room where a mongrel spawns.

Behind the scenes[]
- A majority of the names on the manifest are references to Fallout 76 developers, some with appropriate job descriptions (for example, characters representing members of the QA team are said to work with insects, a reference to video game bugs).
- In a post on Bethesda Game Studios' official Discord server, the "rare" holotapes collected by C. McDevitt were said to be holotape games.[1]
