The note can be found at the Trading Post, on the desk in the northernmost trailer, near a potential Vault-Tec bobblehead spawn.

To my beloved James,
I never thought there would be a day that I would have to write a letter like this, but I can no longer stay here. This storm has tore our home and family apart. If you're reading this, I have made the journey back across the pass. I know it's treacherous, but there is nothing left for us here.
