A new world is a paper note in Fallout 76, introduced in the Expeditions: Atlantic City update part two, America's Playground.

The note can be found at the city hall in Atlantic City, on the nightstand next to the crafting stations near the entrance.
Transcript[]
Things have been different since the painter's association dissolved. Well, who am I kidding? They've been different ever since the War. They didn't feel that different, thanks to the Munis holding everything together. But it makes sense they could only invent work for a dying profession so long. It doesn't matter what color your wall is anymore, only that it's still standing.
Despite it all, I'm grateful. Me and Pa are learning new skills. They need more hands to help patch up holes in City Hall, mop up floods, repair pipes. And I've resolved to ask the Forestry Division for arms training. Things are getting more dangerous around here.
I guess that means my old life has ended. But it's not over. Now I'm embarking on a new one. No matter what happens, my spirit will live on in the city I call home. In the hearts of those I care about. That gives me the strength to face this new world with my head held high.
No more looking back. Onward and upward.
