Disgusting creatures is a paper note in Fallout 76, introduced in the Expeditions: Atlantic City update part one, Boardwalk Paradise.
Location[]
The note can be found in the deserted mine at the Crosshair, on an ice cream cart near the throne inside the mine.

We're starting to think this place is only just a part of a much bigger network of tunnels being used by those mumbling bastards.
Every time we cleared them out more would show up. They finally stopped appearing once we barricaded the tunnels with all that shit we found in here.
Behind the scenes[]
This note, along with the deserted mine location itself, was originally added to the game's files with the Steel Dawn update, but was not implemented and was left as unused content. It was not added to the live game map until Expeditions: Atlantic City.
