The note can be found in the small bar to the north of Vault-Tec University in Morgantown. It will be on a table underneath a shot glass near a tall alcohol bottle, near the stairs.

Dear Bill,
Hope all is well. I'm sorry for writing, but it's been hard to get my calls through at your new school. Rocky is having a difficult time.
He's dying of old age, sleeps a lot, blind. We think it's his final days. We are thinking of putting him down to relieve his suffering... We will pay for your bus ticket to come back home and say goodbye to your old pup. Call us anytime.
