Operation Sleeping Giant is a paper note in Fallout 76, introduced in the Skyline Valley update.

Operation "Sleeping Giant"
Overview:
Operation "Sleeping Giant" has been set up to investigate the effects of communist radicalization and brainwashing on children. We believe that the communist state could use this method & tactic to gain a foothold in this country via creating sleeper cells.
The goal of the operation is to test the potency of brainwashing along with the short-term and long-term effects it has on sleeper agents over 5 to 50 years.
The test subjects will be controlled through the use of a trigger phrase, which will re-activate the brainwashed subject. The phrase is as follows "The sleeping giant awakes to find an unhappy world." accompanied with a loud bleep at the start and end.
We have secured a camp located in the Shenandoah National Park where the experiment will take place (away from public eyes). There will be at least one agent at the site at all times.
Reports need be sent back to headquarters on a monthly basis.
Behind the scenes[]
In early versions of the Skyline Valley Public Test Server, the "ATTENTION" header was absent from this note. Additionally, the paragraph on the goal of the operation read differently: "The goal of the operation is to test the potency of brainwashing along with the short-term & long-term effects it has on sleeper agents over 15 years. This means we will have to leave sleeper agents in a deactivated state for upwards of 15 years."
