Postcard from mom & dad is a paper note in Fallout 76}

The note can be found on the roof of the building where the Back on the Beat quest is started in Morgantown (white brick building with a fire escape just northwest of the Vault-Tec University campus) on the west side. To reach it, one must climb up the taller of the two fire escapes from the ground or by jumping from the monorail tracks, then jump to the ledge under the billboard and follow the roof around to a campsite. The note will be on a dresser with a picture frame and flower vase.
