C. McDevitt was a merchant who traveled in a caravan near Appalachia.
Background[]
McDevitt, a seller of rare holotapes, went on a caravan trip coordinated by the Blue Ridge Caravan Company and guarded by Libby Wen. McDevitt was recorded as having gotten lost along the journey. It was the second caravan in which Edgar Blackburn joined the group, indicating that McDevitt was taken as a test subject by Blackburn and the Hellcat Company, alongside B. Schnauzer. Unlike Schnauzer, however, Blue Ridge employees speculated that McDevitt ditched the caravan in an attempt to "skip the bill."[1]

- McDevitt's name is a reference to quest designer Carl McKevitt, with one letter changed.
