Woody Thomas is a resident of Vault 33 who later moves into Vault 32 in the Fallout TV series.

Background[]

Woody, alongside his Vault 33 council associates Betty and Reg, listens to Lucy give her speech request to be allowed to participate in the Triennial Trade with Vault 32. The council of three unanimously agrees to allow Lucy to get married to someone from Vault 32.

Sometime later, Woody is seen greeting the Vault 32 dwellers and their new Overseer, Lee Moldaver, who introduces Lucy's new husband, Monty, to her.

After the wedding ceremony is held, he, alongside Reg, is seen setting up the podium for Overseer Hank, who gives a poignant speech about his daughter's marriage. The two would then stand and watch as the Vault 33 dwellers danced with their Vault 32 counterparts.

Woody witnesses the Vault 32 raiders killing dwellers

When the Vault 32 dwellers are revealed to have been raiders from the surface, Woody hides in cover behind a doorframe. Upon seeing two people hauling in more food, Woody tells them to take it out of there and witnesses a shirtless raider kill someone and then the two people who tried to bring more food.

Rushing into a nearby classroom, Woody ran past a couple of raiders, beat up a Vault 33 dweller, and hid once again behind a doorframe when another Vault Dweller was shot and killed by a raider.

During the assembly after the Vault 32 raider incident with most of the surviving Vault 33 dwellers, Lucy proposes sending a search team to the surface to locate and return her father. Reg cuts in and inquires if Lucy wants to open the outer Vault door, which she clarifies for only a minute, and Woody then tries to mediate the situation. However, Betty would speak up and give a sincere speech about the importance of the Vault's security, which Reg stated was well said, and Woody concurs. The assembly would continue with the council leading it as a disconcerted Lucy left.

The Head[]

After the council decided to fire Chet from his gatekeeper's responsibility, when it was Norm's turn, Woody approached and told him that he was next. There, Woody and Reg lead off the meeting, going back and forth between them, talking about why Norm was there and then about the dangers of opening the Vault door. Betty would then reprimand Norm over his actions and explain that the Vault 31 overseer has been informed of the situation and relayed that no damage has occurred to his Vault. In his defense, Norm claims that opening the main Vault door was Lucy's idea, and Woody chimed in asking if he at least tried to reason with her to reconsider, but he answered no.

Reviewing the jobs that Norm has done throughout his life, it has been noted by his performance reviews that he was "lacking enthusiasm" in them. Norm cheekily confirms that statement as sounding true, which notably displeases Woody. Norm would then state his approval that the Vault punishes people who break the rules, but questions if it's the same for murder people who murder Vault dwellers. Because of Norm's response, Betty assigns Norm to deliver the food to the raiders.

Afterward, an assembly is held in the assembly area of the Vault, and there, a brainstorm of ideas is held on what to do with the surviving sixteen Vault 32 raiders. Woody announces that the raiders were held in the repurposed reading room and notes that they're facing an ethical dilemma. However, Reg states an alternative take, reciting Vault 33's goal of repopulating the surface and building a better world, which Woody notes is putting a positive spin on it. Though Reg enthusiastically claims it is the truth.

Woody then notes that a collective decision has to be made about what to do with the Vault 32 raiders, which Reg also adds in a manner fitting their shared values. Betty then suggested that the speech would be beneficial if ideas were promoted. Thanks to a "conversation" that Woody had with one of the raiders, Reg suggested that the Vault 33 dwellers rehabilitate the Vault 32 raiders to integrate them into their society. A few ideas are then proposed by some Vault 33 dwellers, including Davey and Marianne.

Hearing the suggestions, Norm scoffs at the ideas, and when Reg asks if he has something to say, he opines it's not their obligation to help them. This opinion is met with backlash, and when Reg asks what he thinks they should do, he answers that they should kill them all, which is met with more backlash. Betty then gives a reasonable argument to Norm about how wrong it is to murder the Vault 32 raiders, and Norm takes back his comment.

At that moment, the Vault 33 engineer appears and tries to privately talk with Reg and Woody about something. However, the two insist that it be discussed in public, despite the engineer wanting to do it in private, and the old Overseer Hank would have wanted it to be discussed as such. On the other hand, Reg argued that it was fine. Hence, the engineer said that the Vault water chip was destroyed and that only two months of water left for the Vault 33 residents to survive. Before the engineer could finish, Reg cut off the engineer, and the meeting was adjourned.

Woody and Reg would hang up posters advertising their candidacy for Overseer of Vault 33, and the two would later meet where a semi-sedated Vault 32 raider was stationed in. They'd talk about Woody's progress over his interrogation about his background and why his comrades kidnapped Hank.

As they continued talking, the semi-sedated Vault 32 raider regained consciousness and tried to gnaw off his restraints, which Woody advised him not to do or else he'd hurt himself. The Vault 32 raider told Woody, "Fuck you", leaving Woody no other choice, but to tranq him again and try again tomorrow.

The Past[]

During the congratulatory ceremony for Betty, the new Overseer of Vault 33, Woody tries to cheer Reg up for his failed campaign, stating he should try again next time, to which he softly agrees.

Later, with a forlorn look, Woody stands in front of a poster he hung advertising his campaign for Vault 33 Overseer. Davey would then walk by him and compliment Woody, saying he ran a great campaign, and Woody noted that he hung ten posters up. Relating with Woody, Davey admitted he ran once and lost against Hank, but understood that "When things look glum, vote for someone from Vault 31." Before leaving, Davey admitted to Woody that he voted for Betty.

Woody is amongst his fellow Vault 33 dwellers to tour Vault 32 as part of Betty and the Vault 31 Overseer's plan to resettle Vault 32. The plan entailed that most of Vault 33's dwellers would be relocated into Vault 33.

Woody, alongside Betty, is present when Norm tries to deliver the food for the Vault 32 raiders, and as it turns out, they're all dead from rat poisoning. Immediately after Betty leaves the incarceration room where the Vault 32 raiders are held, she sends out messages on which Vault 33 dwellers would be sent to Vault 32. It was then that Woody learned that he was being sent to Vault 32, much to his dismay.

On the day when the new Vault 32 dwellers were going to be sent to Vault 32, Woody tried to back out but was stopped by the Vault 33 guards. Despite his efforts, Woody retracts and decides to get back in line for his transfer. Before he leaves for Vault 32, Reg hugs him goodbye, and he's last seen as the Vault 32 door closes with him and his fellow new Vault 32 dwellers behind it.

Personality[]

Woody is naive and portrays himself as optimistic and agreeable. While he attempts to assert himself as a governing voice, he is overshadowed by his governing peers, Betty]] and Reg, which causes his fellow vault-dwellers to not take him seriously. In truth, he is a coward, and his cowardice occasionally overcomes his positive and agreeable demeanor, such as when he objected to being reassigned to Vault 32. However, when he tries to back out of being reassigned to Vault 32, the vault security guards intimidate him into compliance, which causes him to capitulate and meekly obey the orders of his Overseer.
