The Responders are members of the reformed faction known as the Responders in Fallout 76. They can be found at the Whitespring Refuge and Gilman lumber mill in Appalachia.
Background[]
These wastelanders of various backgrounds came together under the informal leadership of Rucker to revive the Responders faction, with the sole goal of helping people in Appalachia and beyond.[1][2] They were formed as a direct response to new waves of refugees entering the area, and set up a base at the Whitespring Resort, turning it into a refuge.[3]
The Responders who are found inside and outside of the Whitespring Refuge offer assistance including food, clothing, shelter and medical treatment at their clinic to those in need.[3][4] Many of them will provide occasional survival tips,[5] details on other Responders locations,[6] and will also express their relief at being assigned to the Refuge, not more dangerous locales, such as Morgantown Airport.[7]
Another outpost at the Gilman lumber mill also features a presence from the Responders, under the leadership of Lane Platte.

- ↑ Rucker: "Well, it took a minute--and a miracle--but yeah. When I first got back to Appalachia the Responders were all but wiped out. Couple of folks wandering around wearing the uniform, but not a one doing any organizing or, hell, making any real work out of it. I started reading everything I could find and listening to anything anyone could tell me about the group before they all passed. I realized that while the Responders themselves didn't make it, the idea could be brought back--and this time, for good."
(Rucker's dialogue) - ↑ Responder: "Folks don't join the Responders for caps. They join to make a difference."
(Generic Responder's dialogue) - ↑ 3.0 3.1 Orlando: "Ah, perhaps you have not heard? The Whitespring is now home to the Refuge, a place of safety and care for all in need. The Refuge is being run by the Responders, individuals committed to the well-being of their fellows. They founded the Refuge in response to new waves of refugees coming to Appalachia - people in great need of help. Food, medical care, clothing, a place to sleep - all of these are available for those who need them."
