Refugees are people who have taken up residence at the Whitespring Refuge in Appalachia, under the guidance of the reformed Responders.

Background[]

In 2104, a group of survivors reformed the faction known as the Responders and established a refuge at the Whitespring Resort to help serve people in need. The Whitespring Refuge was created as a direct response to waves of refugees entering Appalachia in search of help and a better life.[1] These refugees come from a number of different locations, though many hail from the Pitt, an especially war-torn region due to the clashes between the Pittsburgh Union and the Fanatics.[2][3] The refugees receive food, clothing and shelter from the Responders at the Whitespring,[1] as well as medical treatment at the clinic.[4]

The Responders don't just want to triage the world. We want to help it rebuild one day. We'll need allies to do that."
