Frank was a member of the Blackwater Bandits raider group in Appalachia.
Background[]
Frank was shot and killed by a gang leader Freddie Lang for skimming extra goods from the gang's efforts. Frank's cut of the goods was then split by the other raiders, and his death served as a reminder from Freddie that greed among the group was not tolerated.[1]
