Standing beside Spencer as they watch Cooper finish his lasso performance for the party guests. Frank then asks Bob why someone like Cooper performs at a party like that, and Bob answers that it's to pay off his alimony. He continues to stand by Bob when he takes a picture of Cooper with his wife and tries to get one with his signature thumbs up.[1]

After Cooper takes his money from Mrs. Spencer and walks away with Sugarfoot and his daughter Janey, Frank remarks that Cooper is a "pinko". Bob agreed and commented that he still took his money.[1]

Afterward, all party attendees sing "happy birthday" to Roy in the living room, and he blows out the candle on his cake. Frank is then seen talking to the other parents there until a nuclear bomb detonates within the periphery, shattering the glass in the living room and making everyone flee in terror.[1]

When Frank pleaded with Bob to allow him and his daughter to enter his Fallout shelter with his family, Bob refused and punched him to the ground.[1]
