The Settlers are a faction at Foundation in Appalachia primarily led by Paige and Ward who are their de facto leaders. It is important not to confuse this faction with all settlers who may not be part of this faction.
Background[]
After the Great War, Paige - a former head of the Construction Workers Union in Washington, D.C. - and a number of other survivors took the last train out of Union Station. As they left the Capital they saw the toxic green air lingering above the city.[2]
Paige and his group eventually reached the city of Pittsburgh in Pennsylvania, where they would stay. Eventually, though, it became too dangerous to live, and they decided to leave. Paige led a great number of citizens from Pittsburgh south.[2] Along the way, people from many places joined them, including from the Capital Wasteland.[3] Generally made up of people well-versed in construction, the Settlers are a hard-working and industrious crew. Despite its people originating from many different locations, they are primarily hailing from parts of Pennsylvania.[4]
Sometime after arriving at Foundation, Ward took charge of the day-to-day operations of the settlement, although still formally answering to Paige.[5][1] The settlement is the first step in the faction's plan to reclaim Appalachia.[6]
Iconography[]
The Foundation Settlers use a flag of differing blue shades with a hand holding a hammer in the center and several stripes extending outward. This represents the hardworking settlers using their skills to build the new society of Foundation. The blue could also symbolize the blue-collar origins of many of the Settlers.
Interactions with the player character[]
Paige and his Settlers are first encountered in the quest Here to Stay, when they are visited by the Vault Dwellers under orders from the Vault 76 overseer to have them inoculated to protect them from the Scorched Plague. Paige is hesitant to trust them on the threat the Scorched pose and asks them to find his doctor, Aubrie Willem, to tell him about the inoculation. If Aubrie agrees, then Paige fully supports it as well. Aubrie's camp is found northwest of Vault 96, but the Settlers with him have been wiped out by the Scorched, and he himself had taken refuge in a nearby cave he fortified the entrance of.
After speaking with him and telling him of the inoculation, he will head back to Foundation to spread the word, and Paige will agree to have the inoculation administered to the Settlers to protect them from the Scorched Plague. After that, the Vault Dwellers are faced with the decision to either side with Paige and his Settlers or go against them by siding with Meg and her raiders, to gain access to the riches hidden within Vault 79 as that was the real reason for both factions and many others returning to Appalachia.
