Tom is a deceased inhabitant of the Foundation Outpost.
Background[]
Tom was a member of the Settlers under the leadership of Kenneth Dean at the outpost. After super mutants attacked and wrecked the outpost, killing its inhabitants,[1] Tom's corpse can be found in a tire swing under the wooden walkways.
