The tape can be found in the Trench in the Pitt during From Ashes to Fire. It is on a cliff/rock ledge near a barricade of containers and a collapsible wooden bridge in Jaxon's Noose.
Transcript[]
This is Bella Gerber, Union Runner. I used to run supplies between Union outposts. Now I run civilians to places they might survive. People are fleeing their homes to get away from the Fanatics, finding themselves in dangerous places they don't recognize anymore. Places like the Trench. I kept encountering them on my runs: people trapped under fallen rubble; broken families; lost wanderers, wasting away. I thought, "These people need shelter more than the 42 needs bullets." So I started taking them with me, to the Sanctum. The last bastion of hope we have in this awful, gaping chasm.
