The Council of Humanity, sometimes referred to as the moon,[5] is an organization that commands the Army of Humanity, including the Resistance, YoRHa, and androids fighting in the Kingdom of Night.[6][7]

YoRHa soldiers are prohibited from making individual contact with the Council and require Commander White to approve any communications. An operator in the Bunker provides information updates to the Council.[8]

After the extinction of the Gestalts in 4198,[9] it was determined to keep the incident as a closely-guarded secret. However, rumors of the humanity's extinction began to spread, resulting in a sharp decline of android morale.[10] In response, an android named Zinnia designed the basis for Project YoRHa, an extensive confidential project intended to restore androids' will to resist the alien and machine invaders.[1][10][Note 2]

Sometime between 11928 and 11937,[Note 1] an announcement was made to all androids that humanity was still alive and that the last survivors managed to escape to the moon.[10] To convince skeptics, a server was secretly established to broadcast regular transmissions under the guise of a "Council of Humanity" operated by living humans.[1][11]

The server was stationed within an existing, unmanned moon base that was previously only used to store information on humanity.[1] The server was designed to be operated by as few maintainers as possible, and while most YoRHa members were not aware of the lunar server's existence, certain operational staff were informed of the full scope of Project YoRHa and were instructed to operate and protect the server.[10]

  1. 1.0 1.1 The creation of the Council of Humanity is discussed by Zinnia in the third scene of the Project YoRHa voice drama.[1] Both the second and third scenes include the existence of Black Boxes, which were created in 11928.[2] However, in the fourth scene, No.9 mentions the already-enacted plan of telling androids that humans escaped to the moon. The same scene sees the destruction of the setting, experimental facility "Labo", which occurred in 11937.[3][4]
  2. In NieR:Automata, it is stated that Command designed Project YoRHa.[10] However, this was specified to be Zinnia in a voice drama as part of NieR Music Concert: The Memories of Puppets.[1]
