Quentino Lombardi, also called Tino, is the deceased don of the Lombardi Family, appearing in Fallout 76, introduced in the Expeditions: Atlantic City update part two, America's Playground.

Background[]

Born in Italy, in a small village near Naples, Quentino and his younger sister, Concerta, were brought up in a conservative, patriarchal environment. Unlike Concerta, Quentino embraced these traditions, adopting them as a core element of his personality.[1] The Lombardis emigrated to the United States when Concerta was ten years old, settling down in Atlantic City, in a neighborhood inhabited predominantly by Italian immigrants like themselves.[2] Quentino eventually started organizing immigrants, turning a local criminal group into the Lombardi Family, the Acee mafia. Set up in a traditional fashion, Quentino only admitted Italians to the family.[3] The true mastermind behind the project was his sister: While Quentino was older, he was impulsive and temperamental, motivated primarily by vice and whim. To survive, Concerta became the tactician, approaching problems in a level-headed, yet decisive manner. As such, instead of becoming beggars, the siblings became some of the most powerful people in Acee.[4]

Concerta didn't hold any formal position, as women were excluded from succession, and steered affairs from her brother's shadow. Her whispers in his ear were the foundation of Lombardi machinations across Acee, building up an empire from nothing. Quentino was the public face of the Family, doubling as Concerta's shield and shroud.[5] Nobody was aware of the true extent of her power, crediting Quentino with the vision and enterprising spirit, such as when he bought up a night club and turned it into the mob's headquarters, styled Quentino's Night Club.[6]

While Quentino believed in tradition, he never endeavored to have children of his own, leaving the question of succession open. Antonio Russo, a prominent capo of the family was groomed by him to become his successor, in no small part due to his role in discovering The Devil's Blood and establishing the Lombardi's are the controllers of the drug trade in Atlantic City. He was unable to go against the patriarchal values he was raised with and rejected the very idea of passing the mantle of godfather to his sister.[7] While the Lombardis enjoyed a position of power, becoming a part of the Acee triumvirate along with the Munis and the Showmen, Quentino's hot-headed, stubborn nature led to conceit, and conceit led to stumbling: He started sampling the merchandise. The Blood quickly resulted in addiction and deteriorating health.[8]

Quentino wasted away, hiding away his addiction and becoming more reclusive. Only his sister was privy to his secret, yet despite that, he proved unwilling to reconsider his position on succession. He bent over the issue of ancestry, permitting non-Italians to join after the bomb,[3] but resolved to keep the patriarchal tradition alive: Antonio and his son would take over after his passing. Even on his death bed, he refused to recognize the role Concerta played in elevating the Lombardis, considering his sister weak and emotional.[9]

She was the only one present when he went into cardiac arrest in 2105, eventually passing away at 22:54.[10] Rather than announce his death, Concerta resolved to seize what her brother denied her: She reported that Quentino fell ill and was unable to make public appearances no more, setting in motion events to install herself, the architect of Lombardis' power, as the official godmother.[7] She sent out messages posing as Quentino to mayor Timothy Lane, assuring him that nothing was out of the ordinary,[11] but Lane quickly realized that it was not his words. While he feigned believing the letter, he simultaneously instructed Buttercup to aggressively collect dues, in order to benefit from the confusion.[12]

Time is almost like an effect applied on each and every one of us. Every moment exists simultaneously. But our awareness is singular and not ominpresent. We just move from one moment to another."

    Concerta Lombardi: "You certainly have a funny way of stating the obvious. Yes and no. Our 'business' was established by my brother, who is an Italian immigrant like myself. He gathered all of the locals from our neighborhood and the rest was history. For a long time, he liked to keep things 'in the family' so to speak. However, after the war, it's quite hard to have an Italian-specific organization in a world where most people have been razed by the hand of god. So, he is more...open now, with recruitment. You don't necessarily have to be Italian to join the Family, although most of the capos are. That's mostly due to the fact they've been here from the old days."

    Concerta Lombardi: "I have indeed. My brother was older, but certainly not wiser. He was always an impulsive, temperamental person, driven by vice and whims. I had to be the level-headed one. The decisive one. The tactician. If I didn't, we'd be begging for scraps on the street. I won't lie and pretend I'm some selfless do-gooder who was trying to protect him. I looked out for myself, first and foremost. But everything I did, was with his best interest at heart. I hope you can believe that, if not anything else."

I've been standing in the shadow of my brother my entire life, the machinations of the Family emanating from my whispers in his ear. It wasn't until he...found peace, that I started to lose my foothold. He was my shield, the visor that obscured my visibility in the public eye. But now, he's gone. Not by my hand, mind you, but by the very substance that made him rich. The only other contenders for the godfather's chair are fools. They will run the empire I bled for my entire life into the ground. I did not take the Family from Quentino. I made it for him."

I only got where I was 'cause Quentino took me under his wing. He was the godfather when I joined up with the Family. Up until recently. We was thicker than thieves, blood brothers. He didn't have any sons of his own. He'd made it very clear that when it came time to kick the bucket, I'd become don. And then when I croak, Vin would take my place. 'Cept he has a demon of a little sister. Concerta. She never liked me. Wanted to be don herself. Yet she can't be. For...obvious reasons."
    A Vault Dweller: "Why would Quentino make you godfather instead of his own sister?"
    Antonio Russo: "It's...why you gotta ask questions that don't have an easy answer, eh? Being don, you've gotta make a lot of tough decisions. You've gotta do a lot of bad things. And... there's certain traditions we have to follow. Some of these traditions are very outdated. But they're followed nevertheless. That's how Concerta got iced out. If that hadn't been the case, who knows? Maybe she wouldn't have ended up...the way that she did."
    A Vault Dweller: "How has no one caught on that Quentino is dead?"
    Antonio Russo: "Concerta has it spun that he's just weak from old age and can't make public appearances no more. Truth is, she's probably gonna come out as don sooner or later, but is trying to ease into the process. That is, if the Family accepts her. She's going to face some opposition, even without my beautiful mug around."

He got too big for his britches one day, as he often did, and sampled some of his product. Became addicted to Blood. There's no weaning off Blood. No cure, no ten step plan. You stop taking it, and you die."
