Proposal[]

Motion: That the following policy and guidelines be added to the wikis policies and guidelines.

Video Policy[]

Use of video on Nukapedia is highly restricted within the article space, and only permitted when these meet the requirements of the video policy.

Video on an article that does not meet these requirements is never acceptable and is subject to removal, unless an exemption noted in this policy exists.

Video creators are advised to follow our Video Content guidelines. However where there is good cause a video can be added that is not compliant with the content guidelines.

All elements of this policy include video added through Fandom’s “Featured Video” feature, as well as video uploaded directly to the wiki. Where the Featured Video feature is being used to include a video which does not have this approval the "Forced Apology" template should be used and Wikia contacted to arrange for immediate removal.

Approval Process (Video Board)[]

Except for developer/publisher official content (such as trailers, promotional video, cut scenes, Intro/Credits, etc) no video may be added to any article without approval from the video board.

Any use of the “Featured Video” feature may only be done so with per-video approval of the video board UNLESS this requirement has been suspended by popular vote. The board may reimpose this requirement after suspension if, in their unanimous view, poor quality video is being uploaded through this feature.

Developer/Publisher official video content can be added to appropriate pages without approval (usually in the gallery section), provided this is not added through the “Featured Video” feature. Where possible this should be included in the best available native version of the file.

Approval for a video can be given by any single member if, in their view, the video meets the requirements of the Video Policy, and consistent with the Video Content Guidelines. This decision can be overruled by the other two members, or by community vote.

A minimum of two members must agree that a video can be approved that is not consistent with the Video Content guidelines. A Community vote can overrule this decisions.

All three board members must agree to approve a video that does not meet the requirements of the video policy. A Community vote can overrule this decisions.

Video creators are strongly encouraged to present ideas, scripts, and footage samples to a member of the board PRIOR to the end product being produced such that potential non compliance can be spotted and resolved before it is too late to correct the issue. However a video will not be rejected because early feedback is not sought.

Board appointment[]

The Video board shall consist of 3 members, appointed by nomination and election

  • There is no requirement for any of these members to be special rights holders, or have a minimum number of edits/votes. However they should have been present and active for the last 6 months.
  • All members of the board are required to maintain activity, which shall be defined as no less than 1 edit or discussions post per month, or regular presence in Discord.
  • If required, a video board member can place themselves on temporary leave but this should be no more than 3 months (and another person should be nominated to hold their place in the meantime. This person should be nominated by the board member and assented to by the remaining board). Should the board member fail to return at the end of this period, nominations will be sought an an election will be held.
  • If a member falls out of the minimum activity standard and hasn't activated temporary leave, nominations shall immediately be sought for a replacement.
  • Where there is a vacancy, a Bureaucrat will step into any open positions until a permanent member can be elected. The Bureaucrats will sort amongst themselves whom the pro-tem member should be. This does not prevent a Bureaucrat being a regular member of the board (but they can't fill a temporary vacancy if they are a permanent member).

Minimum Requirements[]

Where a technical standard is indicated, but the in game video or sound does not meet these requirements (even on the highest setting), the highest in game setting should be used.

Video[]

Video should be recorded at the highest quality possible, but never less than Full HD (1080p).

Video must use the medium. This means video that is simply audio over non-specific footage is not permitted.

The exception to the above is where a video service is being used as a surrogate audio service. A single static image or waveform video is permissible in these cases.

Audio[]

Audio should be recorded at not less than CD Quality (44,100 samples per second, 16 bits per sample, Mono or Stereo is acceptable).

Video that contains repeating audio is not acceptable unless this is the normal in-game sound recorded along with the vision.

The following audio is permitted:

  • A single narrator (with no other sound)
  • The normal ambient sound of the game (NB: Not radio stations). Other sounds should be suppressed
  • In game dialogue (with any other non-ambient sound, including radio, suppressed)
  • Music or other in game sounds, where these sounds are the subject of the video.

A single video can alternate between these as long as only one of the aforementioned options is audible at any moment.

Narration should be at a natural or slow pace by a fluent or native english speaker. A video may be rejected, if in the view of a board member, the accent or pace of the narrator is difficult to understand.

Video Content Guidelines[]

The below requirements are the standards we expect the average video to comply with. Although it is not strictly required to strictly meet every point of these guidelines, all video should be broadly consistent with these guidelines.

Where a video demonstrates how to deal with a particular problem:

  • If there is only one solution to a particular problem, then that solution can be shown
  • Where there are two solutions to a particular problem, then unless a video outlining the other solution exists (or will be produced imminently), both solutions must be shown
  • Where there are three or more solutions to a particular problem, it is permissible to demonstrate just one as long as all other solutions are at least referenced or name checked (except where video exists, or will imminently be produced, for all other solutions).

Glitches, hacks, solutions that can not have been intended by the developer, or any solution not available to a player of average skill do not count as "solutions" for the above points (but can be the subject of a video in their own right if they demonstrate something noteworthy beyond the solution itself)

Footage should be in game footage and Nukapedia branding only. “Featured Video” should not use the Nukapedia branding unless this has been specifically agreed beforehand, but can use Wikia branding.

Viewers should not be encouraged to “like” a video or “subscribe” to a channel. However displaying the URL of the wiki (along with the Nukapedia logo) is encouraged, and can be name-checked in audio.

Captions may be used, but only sparingly. They can be used to title a video, or to highlight something important within the vision. Captions should not be used as the primary communication medium (eg - if your video is explains a piece of lore in text form, it is not acceptable). EXCEPT where this is Closed Captioning intended for (and complying with the normal standard required for) those with hearing difficulties.

Video should generally be included in the Galleries section, unless there is a clear and overwhelming reason to use a different section.

Much thought has gone into describing this, thanks to Agent c for that. I've given a careful yes vote, still a bit on the fence though with the realisation/working of a Video Board, is a significant obligation/responsibility. Jspoel Speech Jspoel 18:49, January 5, 2018 (UTC)

it is. Ultimately someone has to make a decision on the video. This doesn’t take away community control - control remains with the community to override... its just trying to avoid a community decision every single time. Agent c (talk) 19:46, January 5, 2018 (UTC)
