Major Elias (identified as Enclave Colonel in the game) is the commanding officer of the Enclave detachment operating in the Commonwealth in 2287. He was added to the game in Fallout 4 as part of the next-gen update.
Background[]
Major Elias was the highest ranking officer in charge of the Enclave detachment in the Commonwealth, who was tasked by the Enclave with operations to recover high value equipment identified within the region (e.g. the Enclave Hellfire armor, Tesla cannons and other high-end gear). Operating out of the wrecked Atlantic Offices in the Glowing Sea, he was granted the right to eliminate any non-Enclave personnel at his discretion in pursuit of his objectives. Elias easily set up recovery operations and a network of Enclave outposts in the area, with the speed of the recovery efforts suggesting that the Commonwealth could even become a larger headquarters in time.[2]
