Storm Surge lightning strikes more often and hits all units within 
Eye of the Storm area of effect when it is active.
Storm Surge - While Eye of the Storm is active, strike chance is 2x as high, strike cooldown is reduced by 2.5s, and Lightning strikes all enemies within Eye of the Storm's radius. Does not apply to the same enemy twice from a single instance.
