He can give the Chosen One a quest to acquire a plow from Happy Harry's store. The plow can be bought for 800$. After a successful barter check (51%), the plow's price can go down to 600$. After completing the quest, Mr. Smith will give you a Desert Eagle, which is worth more than 600$.
