Minerva is a gold bullion vendor selling rare plans and recipes at discount, working for the Blue Ridge Caravan Company in Appalachia.
Background[]
Minerva originally came from DC, where she survived the bombs dropped during the Great War inside a library functioning as a secondary shelter. At a young age, and after strolling around with several groups, her talents finally caught the attention of some Blue Ridge Caravan folk passing by. She joined with them and ended up as an apprentice to a bookseller, even learning how to copy books by hand from him. Over time, the bookseller turned into a friend and mentor for her, and after his passing, she took over his caravan and expanded its inventory.[1]
Characteristics[]
Minerva works as a merchant dealing in gold bullion and is protected by her bodyguard, Tommy Ten-Toes and her brahmin Minos. She has traveled with the Blue Ridge Caravan Company in the past, and has worked with Aries.[2] Her caravan sells "recreations" of rare plans and recipes, and she claims to have a photographic memory, which helps with these recreations.[3] She draws the plans of guns and other items herself.
Daily schedule[]
Minerva will set up camp at one of three randomly-selected locations in Appalachia each week: Foundation, The Crater, or Fort Atlas. She will only change locations once per week. Her schedule will run from noon (U.S. Eastern) Monday through noon (U.S. Eastern) on Wednesday for three weeks as part of Minerva's Emporium. The fourth week, she will run from noon (U.S. Eastern) Thursday through noon (U.S. Eastern) on Monday, referred to as Minerva's Big Sale. Her schedule will then start over and repeat the following week.[4]

The items Minerva sells rotate weekly. During Minerva's Emporium, her inventory will be one of the following lists: 1-3, 5-7, 9-11, 13-15, 17-19, or 21-23. During Minerva's Big Sale, her inventory will be list 4, 8, 12, 16, 20, or 24. All prices will be 25% off the normal prices for these plans at the other vendors. There are no quest, reputation, or player-level requirements to purchase any item.

Minerva appears only in Fallout 76, introduced in the Steel Reign update.
Behind the scenes[]
- Quest designer Carl McKevitt contributed to Minerva's writing and design. According to Carl, she is a bookworm who loved reading as a child, and Carl compared her character design to the Roman goddess Minerva/Greek goddess Athena.[5]
- Voice actress Erikka J. Veney was nominated for a 2022 One Voice Award for her performance as Minerva, in the "Gaming - Best Performance - Female" category.[6]

Minerva: "Sure am. Been with 'em since I was pint sized brainy brat. I'm originally from DC. Survived the bombs thanks to my local library seconding as a bomb shelter. Wound up wandering from group to group, until my talents caught the eye of some Blue Ridge folk passing through. Ended up being an apprentice for a book salesman, rewriting books by hand. He was a dear friend and great mentor. After he passed, I took over his caravan. Switched from books to something a little more catered for the modern survivor's needs, though. But Blue Ridge are my business partners and my family... And I couldn't ask for a better one."

Minerva: "You'd think with all the carnival barking I do, I wouldn't get this question much. But alas, here I go answering it again. My caravan sells recreations of all sorts of rare plans and recipes, at discounted prices no less. I've got what you'd call... a photographic memory If I've seen it, I can picture it, and draw it exactly so. 'The human copying machine,' they say, but I suspect that name will lose its veneer once anyone that remembers copying machines has died off. If you're interested in plans at unbeatable prices, I'm the best that the Blue Ridge Caravan Company has."
