Vault 101's first overseer (20432127) was a Vault-Tec operative planted to initiate and maintain Vault 101's experiment from inside the Vault, or at least its first part: Keeping the Vault sealed to observe the impact of prolonged isolation and limited genetic variety over several generations.[1] To ensure this goal, the overseer was provided with fake recordings designed to mimic transmissions from the outside, portraying the outside as a nuclear-ravaged nightmare where humanity cannot survive, to be used to convince the population that the all clear was not and, in fact, would never be sent. He used these recordings regularly to maintain the ruse, while remaining the only person in the Vault able to leave it, using a concealed tunnel in his office, leading straight to the Vault blast door.[Non-game 1]

The overseer groomed his successor, to pass on the mission and ensure that they would keep the Vault sealed. When the first overseer died of natural causes in 2127, at the age of 84, Vault 101's second overseer ascended to the post, continuing the policy of isolation. However, he went beyond simply maintaining the ruse: He recruited some of the most senior dwellers into his plan, convincing them to teach their children that the outside was an unlivable hellscape and keeping the Vault sealed.[Non-game 1]

Neither the first nor the second overseers realized that they were just as much of a test subject as their dwellers: The second part of Vault 101's experiment tested the role of the overseer itself, gathering data on their performance in an environment with absolute power.[Non-game 1]

  • The description of the faction in the game guide parallels the actions of Alphonse Almodovar in several ways, such as recruiting senior dwellers to maintain the ruse, suggesting Fallout 3 may have been set earlier in the timeline in original drafts.[Non-game 1]
