Sarah had previously worked with Michelle Dallian, and was invited by her to join the Vault's External Associations Committee (Vault 3's planning committee for handling all external affairs), which Michelle was heading. Michelle believed Sarah's "keen interpersonal insights" would be helpful in determining how they would deal with residents of the surface.[2] She eventually agreed to join the committee, and worked with Michelle to sort the committee members into various teams for their wasteland activities.[3]
