Communists are human combatants found at Camp Liberty in Appalachia in Fallout 76, introduced in the Skyline Valley update. They are primarily former members of the Pioneer Scouts who have been brainwashed into becoming hardline communists immune to persuasion or deprogramming.

They are not to be confused with the ghoul communists at the Deep, who were introduced in the Wastelanders update, and appear in Daily Ops (whereas these unchanged communists do not).

Background[]

Survivors of DIA's "social experiment," these communists are either part of the original Pioneer Scouts fall camping trip of October 2077, sleeper agents reactivated following the successful broadcasting of the activation phrase, or captured denizens of the wasteland who have been successfully converted using DIA's original brainwashing procedures.

Behind the scenes[]

Of the voice types used by the communists, two (female and male) are named as though they belong to ghouls (Storm_NPCF/M_GenericCommunistCampers_Ghoul). However, the communists at Camp Liberty do not appear to ever spawn as ghouls, and the voice lines associated with these voice types do not sound like ghouls. This appears to indicate that there were originally plans for the communists to have ghoul variants, but this was changed at some point in development, and the names of these voice types were left over.
