Once available as a reward from Forbidden Knowledge, it was removed at the same time as the other BoS paints were added to the drop pool. It can now only be obtained by purchasing from other players who still have copies in their inventory.

The plan unlocks crafting of the BOS initiate paint for the T-60 power armor at a power armor station.
