The Devil's Hand was an Enclave military special forces unit which operated on the East Coast during the Brotherhood-Enclave War.
Background[]
The Devil's Hand was an elite military unit which engaged in a variety of missions to support the Enclave cause. They killed anyone and anything the Enclave deemed undesirable, recovered old technology, and even explored undiscovered territories, all to maximize the Enclave's resources and strategic positions. The members of the unit were given access to special prototype equipment, such as X-02 power armor, to aid in their operations.[1]
The unit was active during the war for the Capital Wasteland between the Enclave and the Brotherhood of Steel. Following President John Henry Eden's death in 2277, a disillusioned member of the unit used the chaos to desert the Enclave, stealing an X-02 suit on the way out. This member ended up in the Commonwealth, where they became a wasteland vigilante known as the "Black Devil" before eventually leaving that part of their life behind as well.[2][3]

The Devil's Hand military unit was initially mentioned only in the Fallout 4 Creation Club content "X-02 Power Armor." It was later canonized when Speak of the Devil was bundled with the Fallout 4 next-gen update.
