Walter was an employee at the Mount Blair Trainyard before the Great War.
Background[]
At some point, Ed and Dan approached Walter with their suspicions about a large shipment from Washington, D.C., labeled "the 197." As soon as the crates were loaded off of the train, a "creepy" man named Grey approached Dan and began questioning him.
Once Walter realized what shipment they were talking about, he began to cover things up, likely a high-level order to keep the shipment under wraps. Walter told Ed and Dan to forget what they saw and that there was no "197 from D.C." He threatened them to stop talking about it and told them to hand over the holotape they had been using to record the conversation. As their superior, Walter locked the holotape in his safe, where it remains.[1]
