The Three Vaults are a unique network of three interconnected Vaults built in Los Angeles, California.

Whereas most Vaults were designed to function independently, the Three Vaults (Vaults 31, 32, and 33) were interconnected by passageways that separated them internally. The official rationale behind this was that separation allowed them to contain threats, but also allowed them to come to each other's aid in times of need.[1]

In reality, the network was a social experiment continuing Bud Askins' pre-War HR research program, an evolution of Bud's Buds.[2] Vault 31 contained dozens of graduates of the program in cryo suspension, overseen by Askins transplanted to a small robobrain chassis. This would allow Vault-Tec to survive as the United States collapsed, while Askins used the other two Vaults as breeding farms for his eugenics program, to create a class of super managers to "inherit the earth".[3]

    Bud Askins: "What? No! When you put it like that, it sounds downright morally questionable. They're our breeding pool, the ultimate expression of HR R&D. Genetically selected to breed with my Buds to create a class of super managers. People with positivity, people who make lemonade. People who will inherit the Earth after we've wiped the surface clean."
    Norm MacLean: "We wiped the surface clean?"
