I recently had another look at the Letter from the president, and I don't think that the Di part is the president's name, but that of whoever wrote it. The note refers to the president as being someone distinct from the writer ("The President and Secretary of Defense would like to extend their thanks for...") rather than being the writer, and ends with "Office of the President" rather than President of the United States or something similar.
