Talbot was the owner of the Tyler County Fairgrounds before the Great War and a close friend of Mark Kinser.

The fairgrounds had been in Talbot's family for over 30 years, but after hard times fell on the business, Talbot chose to sign the Nuka-Cola Corporation on as a sponsor of the fairgrounds, leading to the area being plastered with Nuka-Cola advertisements and rides being replaced with Nuka-Cola themed "knock-offs." Mark Kinser was skeptical of the decision, but Talbot assured him that he and his family were paid well and would be able to support the business for years to come. Despite their 15-year-long friendship, Talbot refused to tell Mark how much exactly he was paid.[1]
