Mark Kinser was a close friend and business associate of Talbot, the owner of the Tyler County Fairgrounds before the Great War.

Mark was skeptical of Talbot's decision to sign the Nuka-Cola Corporation on as a sponsor of the fairgrounds, leading to the area being plastered with Nuka-Cola advertisements and rides being replaced with Nuka-Cola themed "knock-offs." Mark suggested a community fundraiser instead of such drastic measures, but Talbot assured him that he and his family were paid well and would be able to support the business for years to come. Despite their 15-year-long friendship, Talbot refused to tell Mark how much exactly he was paid.[1]
