Stevie Welch was the brother of Mills Welch.

On October 1, 2077, Stevie sent a note to Mills telling her that their mother, Ida, had been selected for Vault 51 and asked her to find out more information.[1] Mills wrote a note for Stevie saying not to let their mother accept the offer and that she was on her way home, but it is not known if he received it.[2]
