The howitzer shell is a quest item in Fallout 2.

The shell is located in the small storage bunker on the west side of the Sierra Army Depot yard, near the base entrance. To gain access to the Sierra Army Base, the Chosen One must use the shell on the howitzer in the garage to blow the base doors open.
