Francis was a resident of Vault 51.
Background[]
Francis was one of the four faction leaders who tried to win the overseer elections in the vault, in ZAX's first experiment. Fights eventually broke out between supporters of Francis, Joel Chambers, Vanessa Huffman and Chris.[1] Like every other dweller, he was killed in the fighting that eventually led to Reuben Gill being named overseer in 2078.

There were two Vault 51 residents with F as a first initial - F. Ferrell and F. Gilbert - though it is unknown which one was Francis.
