Carlo was a prisoner at Eastern Regional Penitentiary before the Great War.
Background[]
Using the prison's decaying facilities to their advantage, Carlo and Griffin attempted to escape the penitentiary, but were killed before they could successfully reach the outside world. Their attempt at a jailbreak later influenced Warden Brennan's decision to outfit the inmates with prisoner collars.[1]
