Definitely not outer worlds that was hot garbage.
I don't think TOW was that bad, but it was marketed as "New Vegas in space" so people's expectations were way too high.
Yeah, given that Obsidian keeps marketing themselves as "The creators of Fallout: New Vegas" I think the answer is definitive.

The critics giving outer worlds 9/10 almost across all aspects tells me. None of them played it, they are easily impress or they are all jaded by obsidian being the perfect game developer so they never see flaws. The last one is the most likely.
5/10 is probably what it deserves. I tried to give it multiple chances to amaze me but if failed everytime. The overall story was to short, the uniques weapons looking like their normal versions, it felt to bright, I didn't feel like I was being punished for picking a side early considering they just brush it off. Outside of companions and maybe a few plot characters most other felt bland and uninteresting. The weapon and armour upgrade system was not great started costing a lot especially if you want to use uniques that aren't science weapons forcing you to use new weapons. The perk system was one of the worst I've seen in game absolute garbage and this got praised none of the perks jumped out at me as said pick they where lackluster. Character stats didn't really matter really didn't favour min maxing considering you could make a character with one point in every stat and they still be amazing with almost every skill especially when taking companions. The cut scene everytime companion a uses there ability get annoying I combat so I stopped using them just to avoid the scene.
The stuff I did like was the 2 DLCs the science weapons since each one was different, companions where good but not all of them. Some of the corporations had some interesting lore. But the flaws out way the good stuff so that is why I think outer worlds deserves a 5/10 not the 9/10 the critics gave it.
I enjoyed TOW but not near the level I've enjoyed most of the Fallout games

Obsidian hasn’t made anything decent since Neverwinter Nights, I still can’t figure out why other game companies turn to them to put out one of their games when they don’t have the people to make it themselves. They always add interesting things to the game but nothing so awe inspiring that it makes the game completely awesome especially when it comes to console games. They’re like one of those pop stars that all the critics love but nobody listens to their music.
