I tried experimenting with this and found that if you have a total of three ticks delay between the observer and the piston that will move in the observed block while keeping the four tick delay on the repeater that will lock the one coming from the observers will give out a signal that can depower a redstone torch, i.e. a two redstone tick signal. That might be helpful to add as a note to the stabilizer, but should be confirmed by others before being considered for addition.

The circuit given by the page itself seems to activate the piston twice when the second repeater is set at 4 redstone ticks, while it is stable at one activation of the piston when the second repeater is set at 2 redstone ticks. This might be because of a change since the last time the page was updated, but I haven't been in the loop enough to know whether this can be the reason, so I will leave it to more clever persons than me.
