Williams was an Appalachian Enclave scout.

Williams was a scout stationed in the hidden Enclave research facility under Transmission station 1AT-U03. Williams assisted scout Wes to make it seem like Wes had an "accident" on the surface by writing the false report to the Enclave colonel.[1][2]
