Wes was an Appalachian Enclave scout.
Background[]
Wes was a scout stationed at the hidden Enclave research facility under transmission station 1AT-U03. Wes performed scouting on the surface and brought back mutated animals for the scientists within the facility to perform experiments on, despite being looked down upon due to his station. Incidentally, Wes talked to Williams, another scout at the research facility, and arranged an "accident" on the surface where he made his escape with impunity.

Sometime during his plot to escape, Wes wrote a letter encouraging another scout to consider leaving as well.[1][2]
