William "Bill" Menoutis was a clown who resided in Vault 51.

During the artificial food shortage in May 2078, ZAX rigged gambling machines to make Eleanor Montgomery lose consistently, while Bill, an amateur, won with the same consistency. As Eleanor was deprived of food for over a week, a clash was inevitable, and it didn't matter that she knew ZAX was rigging the game.[1] Like every other dweller, Bill was killed in the fighting that eventually led to Reuben Gill being named overseer in 2078.
