William Keller was a ghoul who initially lived in Appalachia before heading for the Capitol Building in the Capital Wasteland.

William was the representative of a group of ghouls living near the isolated cabin within the Forest region of Appalachia.[1] He left notes for other ghouls, advising them of a community that would welcome them within the remains of the Capitol.[2][3]
