The utility worker ID is a miscellaneous item in Fallout 3.

Found next to a skeleton in the Olney sewers in the same room as the maintenance protectron.
Notes[]
If the protectron is activated, it will go on patrol and will ask the Lone Wanderer for proper ID if it gets close enough. Once scanned it will remove the utility worker ID from the inventory, but will not become hostile.
