Having restarted and played the early quests of the game many times, I can tell that Tenpines Bluff is the First Step quest settlement almost invariably (if you didn't unlock them before, as the article mentions). Over 90% of the time. Once there, the quest target almost invariably is Corvega. Over 90% if the time. There must be some hidden factor or script involved, because Abernathy Farm is actually closer to Sanctuary than Tenpines, and other possible quest targets such as Olivia are closer to Tenpines than Corvega. ...although I haven't decoded all the logic for the conditions that determine which aliases are used, or which keywords are matched on the generic aliases. There may also be additional logic in one of the PEX scripts, which I haven't looked at yet. I presume Abernathy is deliberately excluded because it has a custom quest which is required to obtain it as a settlement.
