The riot gear is not guaranteed in the hard locker here. I didn't run into any kind of riot armor until I hit The Crow's Nest, and I was level 45 at the time.

someone removed the breathing mask from loot, you may have to complete the add- on first.
- It was removed because it wasn't notable. Notable loot sections are only for hard to find things. The only time common loot is acceptable is if it is found in unusually large quantities.

I understand that, but seeing as it is the pretty much the same as ulysses' mask then surely its notable?
- By that logic, since the Red Victory grenade rifle is basically a grenade rifle, a grenade rifle is notable loot? No. The breathing mask can be found in many locations of the Divide and it only provides a +5 Rad. resistance, as opposed to Ulysses' +50.
