- It's probably the same group that became the Underworld, but that's speculative. I don't think Bethesda would have made this note if they weren't making a reference. - That seems more likely. After all - the Capitol is the building, the capital is what the city of D.C. is. And Underworld isn't even in the Capitol Building, so that doesn't make sense on two counts. AllYourFavorites! (talk) 23:20, November 26, 2018 (UTC)
