Sally was an informant spying on protestors during the automation riots.
Background[]
Sally, an older woman, wore a wire to a meeting with some of the other protestors in Beckley. She attempted to dissuade them from causing more chaos, causing one other protestor to become suspicious of her. He then noticed that Sally had a bulge coming from her chest. Correctly assuming that she was wearing a wire, the man ordered other protestors to tear the wire from Sally. He then left a threatening message for Governor Evans once Sally had been separated from the device, declaring that his "paid lackeys" could not stop the protests.[1]
