Roberta "Betty" Decland was the mother of Angie Decland and a customer of Duchess in Welch before the Great War.
Background[]
Roberta sent her daughter Angie to buy Buffout from Duchess on the behalf of someone named Gerald. Duchess became frustrated with Roberta's mounting credit, causing her to send Butch to make "the point crystal clear" while Angie was occupied.[1] The police sought a warrant against Duchess, and having Roberta testify would have tremendously helped their case.[2]
