Mr. Phillips was a resident of Watoga and a member of the Free Watoga People's Party before the Great War.

Background[]

Mr. Phillips had $1567.32 worth of unpaid parking tickets, which he refused to pay, claiming that they were illegal fines. He was fed up with the automated systems in Watoga, and demanded to speak to a human judge. However, a courtroom Protectron informed him that the position of judge had also been automated. Phillips attempted to record his confrontation with the protectorn via holotape, though he was told that recording devices were not allowed in the courtroom. Phillips stated that his "freedom of movement" was being violated, and attempted to move past the Protectron. The Protectron promptly fired a taser at Phillips, who declared "Free Watoga" as he fell to the ground.[1]
